doc internal requisition hierarchy

 Hi,

We need to setup up a multi level position hierarchy for the internal requisition documents. We were able to set it and it is working with the non 'Zero' dollar value of the internal requisition. Our internal requisition are of 'zero' dollar value. hence system is approving the doc as initiator submitts it for approval. were as the document to be routed to next level position regardless of the approval group's limit.

how to achieve this?
