InterProject Billing within a single operting unit

Hi,

We are currently implementing release 12.1.2 of the Oracle Projects Suite in a single operating unit and have performed the Provider Receiever controls setups for InterProject Billing.  We would like to be able to select the specific org within the enterpise as the customer for the project, however, when we do this we are not able to perform the Bill Another Project setups as Org is not eligible for InterProject Billing because it is not the Operating Unit identified in the Provider/Receiver Controls setup.  I understand this is standard functionality.  What I would like to know is has anyone tried to
