Migration from Oracle 8i to Oracle 11g

Dear all,
We are planning to migration our oracle 8i standard database in Windows 2000 Server to a Oracle 11g R2 database on a Windows 2008 R2 server.

May I know any special issue we have to consider? Because the database is relatively old. Many setting may be obsolete. For example:

optimizer_mode is RULE
compatible is 8.0.4

Our database is relative simple one, the core application is client server model which access the database from the PC (Windows XP SP3) client thru the native Oracle client and ODBC (MS access Module).

What is should be the simplest way to do the migration on our case? the database relative small one(full dump < 100MB) and some down time is allowed in non-office hours.
