unable to open files in developer center

 Hi all,
I just installed Portal in my laptop and I am trying to Open a .sce file in the Developer Center->Storable Class Editor, but I got an error: 3184. That´s it. I got installed Windows Vista, and people who has installed windows XP can open files. Any help?
