Need your help regarding SR [Vanilla webservices are not getting listed]

Hello Experts,

I am currently working in SR [Vanilla webservices are not getting listed]. I need your time and help regarding this issue.

Vanilla webservices like "SWISubmitOrder", "SWISpecialRatingList", "SWIOrderUpsert" are not available in the webservices administration. Customer mentions that they have added "Order Management" license key and still those webservices are not listed.  I checked in vanilla instance, but I couldn't find these Webservices under Webservice Administration.

Can anyone please shed some light regarding this issue.
