No Distribution for blanket release against OSP item with Blanket requiring re-approval

Hey,
I have a blanket release for an OSP item which does not have a distribution. The previous release for the same item did have a distribution. Then I changed the pricing and created another discrete job, without waiting for the re-approval of the blanket. Is this standard functionality for the blanket release to be void of distribution, as well as "Outside Services" information?
