Lease Details Window - Why no LOV available in Lease Payment Field?

 Hi-

I'm trying to set up a new Cap Lease in Production (version 11.5.10), and have had no issues in the past (although it's been a few months)

I'd set up a Lease Payment Schedule, and then tried to create a Lease in the Lease Details Windows.   The dropdown for the Payment Schedule says "List of Values contains no entries", despite having created a schedule.

I'd also tried creating the payment schedule from the Lease Details form. Once I create and save the Payment Schedule and return to the related Lease Detail Screen...the Payment Schedule is not populated and there is still no LOV available.
