Is there any way to set up tax exemptions during customer creation?

 Tax exemption can be done in two steps:
1. Account creation
2. Tax exemption set up.

With this steps tax is not exempted for customer if I purchase pland during customer creation.

I have configured event time taxation, I would like to exempt the accounts from taxation.
I would like to purchase plan during customer creation , but the tax is already applied during customer creation.
Tax exemption set up can be done by PCM_OP_CUST_SET_TAXINFO opcode after customer creation.

The work around is to create account(not purchase any plan) , then set up tax exemption and then purchase plan.
