Florida County Taxes

Has anyone used the JDE tax rate/area system to setup a special tax rate to handle Florida county taxes?  In Florida, there are counties that only apply their 1% tax to the first $5,000 of the sale or $50.  So if my invoice is for $30,000, I charge the state tax rate on the entire $30,000 but I only charge the county tax rate of 1% on $5,000.  How can I setup JDE to calculate this?

We have a similar problem with Tennessee.
