Object Mgmt in Web Client - Job Queues

 Is is possible to select or change the job queue of a report in the Web client of batch versions the same way it can be done in fat client?  Is there a setting required to provide access to modify version detail (check in & check out, etc)?  Users without access to the fat client need the ability to add and copy versions of reports and we currently do not have the ability to manage the versions in web.
