Is there any where we could tell who, stopped and started the Scheduler and when?

 Is there any where we could tell who, stopped and started the Scheduler and when?

In the P91300 you could stop and start the Scheduler.   The F91300 and F91320 show the jobs ran times.   Is there any way to know Who stopped the Scheduler and what the exact time it was stopped or started?

We are on 810 8.96.4 terminal Server SQL.
