DBUA Returns "0RA-1034 ORACLE NOT AVAILABLE " on step 1.

Hello All,

I am on step one of the DBUA when upgrading from 9i2 to 10gR1 database on a Linux x86 Redhat OS. The source database is up and running as well as the target database. When we select the database to upgrade it gives us the error "0RA-1034 ORACLE NOT AVAILABLE ".  Does anyone know what this is from? Is there a log file that can give me more information? I know the source DB is up and I made sure to edit the oratab file to be Y. Anyone know what else to try?
