Maintain Project Resources process

 I'm trying to get utilization enabled in Projects and have hit a snag when trying to create roles.  I discovered that a step I thought I had done earlier isn't doing anything.  It is the Maintain Projects Resources process.  After running it the output file is blank.  The documentation shows a long list of prerequisites needed before this process will pull resource data across to Projects.  I think I have done all these setups but something is missing.  

Do any of you have any pointers or things to look out for in relation to running this process successfully?

 

Also for anyone else has the Org LOV for the process not worked?
