Can't connect locally in 11g

 Having an issue with logging in "locally" on a new 11gR2 database on AIX.  I am able to log into the database from the command line when I am ORACLE, but am unable to log in as myself with the same environment variables set.  It appears to be a permission issue with the binaries or libraries.
I am also able to connect remotely from the command line and from an external tool (DBArtisan or TOAD).

Any suggestions?
