Having a problem with creating a change order after upgrading

 We have recently upgraded from expedition 8.5 to Contract Management 12.0 and we are having a problem with creating change orders.  I do not have the option to create a change order from the change order module and if I try to create a change order from change management I am getting another error that you must distribute the associated contract.  I need to create some change orders and need help.
