Project Organizations with HR Org classifcation

Hi,

We are implementing the Project costing 11.5.10.2 and the Project orgs will have the HR org classification to assign the employees and contractors who are going to work on the projects.  The question is do the project orgs need to tie to the  Business Group or to the operating unit as the projects module is a subledger.
