How do the security rules in diags work with custom responsibilities?

 I had a customer ask me today how to allow for custom responsibilities... It's a little over my head - can anyone address this? Also, can you differentiate between 2 different users who both have the same responsibility? For example, 2 people may both have Receivables Manager responsiblity - is there any way to restrict their access further?
