Should PO Output for Communication be Spawned Automatically?

In Note 387853.1, the user is asking how to disable 'PO Output for Communication' because apparently, upon PO approval, the said program is launched.  Is 'PO Output for Communication' really supposed to be spawned to automatically e-mail the PO in PDF format if PO Output is set to PDF in 'Purchasing Options > Output Format: PDF' and the PO is approved?  I have been trying to make this functionality work but in my case, the e-mail is only sent if the PO Output is set to Text even if I check the E-mail option under Transmission Methods. I would appreciate if you can just answer the following:
