Currently we ship confirm by using the row exit but this function is not working the same in 9.0

Currently we ship confirm by using the row exit but this function is not working the same in 9.0.  When I go into work with shipments I follow these steps

- Click on the row exit and approve the shipment

- Click on the row exit and confirm the shipment

        at this point I review the shipment details.

        generate the pick list

        confirm the shipment - which also will relieve inventory

On the last step I get an error that all lines have not been ship confirmed.  Actually no lines have been ship confirmed.  The shipment is at 25 - approved and the sales order status is still at 550 - 560 approved.
