Oracle Configuration Manager for PeopleSoft Environments

We are trying to install and use Oracle Configuration Manager with our PeopleSoft environments and we are having issues getting the Systems region to work properly. On our UNIX server we have an Application Server, and a Web Server. When the collector runs it picks up those targets and also the database. 

Up to this point everything looks good, but the Systems region is not cooperating. It only groups the targets for one database correctly. That is in the one system it shows the database, webserver and appserver. The other three systems just show the database and it does not show the app server and webserver associated to that database. Has anyone seen this and would you know how to correct  it?
