Severity of all configured alarms resend after agent shutdown

 Good day,
I have a problem with alarms which resend each time when some Oracle agent shut down and then starting up.
In emagent.trc I have some errors:
Thread-1 ERROR collector: Collector state files cleaned, severity will be resent

Could this resending be disabled?
