Config item types are not getting loaded correctly, some junk characters in the descriptions..

Hi,

When config_item_types.xml file containing scandinavian characters loaded with load_config_item_types, charcters are loaded as junk in the DB which is resulting  in corruption of Invoices.

File is saved in UTF - 8 format only where alll the characters are supported.

Please let us know if this is the default behaviour and any suggested workaround to accomodate this.
