Currency Conversion factor in Financial Impact of a Change Order

 Hi, We are using Project 11.5.10.2 FP M RUPA4 . We have a case where the Project Funding is done in Foreign Currency and Revenue Budget is defined in Project Functional Currency.

Example : 

Agreement and Funding 100 USD

Project Functional Currency : INR

Funding Date : 15-Jun-2010

Conversion Rate : 46.34

Revenue Budget Entered : 4634

This revenue budget is divided into few tasks and the budget is baselined.

We follow process of raising Change Order for any change in Revenue Budget. Now user wants to change revenue amount but the overall vaue of project remains same.

When we are creating Change Order with Financial Impact on Revenue Budget, it is asking for revenue amount in Foreign Currency and it is applying some currency conversion factor. When we implement this Change Order in the Revenue Budget does not match with the Agreement and it is not getting baselined.
