JDE 9.0 UDC does not update until Cache is cleared in THIN and WEB/DEV - what are known work arounds

We are having an issue where a user adds a UDC and cannot see it on a form for 20 minutes or so.  We can tweak the .ini so that it clears the cache quicker but the user does not want to see a delay.  Users don't have access to Server Manager to clear the cache either.  This adds time as CNC/SYS admin need to do this.

Does anyone know of any other options?  Already reviewed Oracle ids:  968117.1, 654673.1 and 634939.1
