Batch Address upload for Address Book and Payroll

The F0101Z1 template was used to load address book records.  The address book records were created, with a search type = E (VOAT1 field).  Employee Address (VOATE) was set to 'Y'. No F060116 records were created.  What field(s) were missed? 

It is not possible to load the Employee Master record for an employee using Batch Address Processing. You can load the Address Book record from the Employee Master, but not vice versa. Once the Address Book record is loaded in the Address Book files and an Address Book Number has been assigned, if you inquire on the AB # in Employee Entry, P060101, and press enter, 2 error messages will be generated: 0673 - WARNING! AB# already exists in the F0101 and 0270, Invalid Employee #-Employee # entered not created in Employee Master file. At this point, change the Action
