How to diagnose the error received from doing FNDLOAD?

 I use FNDLOAD stuff to unload and upload pay_user_table we set up on Other Definition-> Table structure and Table Values from one instance to another instance, the unload process went fine and created LOG file says completed successfully, and generated .ldt file also looks fine. But I received ' Error loading seed data for PAY_USER_TABLES: B_USER_TABLE_NAME = CGCU Fast Formula:  401K Limit Amounts, B_LEGISLATION_CODE=, Error ORA-20001: HR_51356_UTILITY_PIPE_TIMEOUT.' when it was uploaded.

Please advise and help. Thanks so much.
