Java.lang.Exception in OEM database control

 Hi

am running Oracle 10.2.0.4 on Windows 2003 and have started getting  "java.lang.Exception: IOException in sending Request :: Connection refused" in the header of the OEM Database Control homepage. 
It is intermittent, I can log in and all is fine then it comes up and I loose stats such as HostCPU and Active Sessions.

Now when I am attempting to schedule a job to run I get "IOException in sending Request :: Connection refused" for the host credentials. I know about the issue with windows and the rights to logon as a batch job, that is all set correctly and I have been able to schedule jobs in the past, but have not done this recently. I have also seen some posts re the timezone setting but am pretty sure no changes have been made.
