Statement Generation Program - what might have changed

Running R12 ,  when a draft statement print ( ARXSGP - Statement Generation Program ) was submitted it used to fire off another request (Statement Generation Program (XML Report Publisher) ) and finish within a reasonable time.  Now it is firing off (AR Customer Balance Statement Letter (AR Customer Balance Statement Letter)) and this does not complete.
Any ideas on what might have changed ?
