Requisiton Approvals For CEO - Hierarchy Top

Hi,

We are using for Purchase Requisition Approvals and we have created List Creation Approval RUles.
Also we have made system to follow the requestor hierarchy when the preparer changes the Requestor.
However System fails to generate the Approval Hierarchy when the Requestor is CEO since he is on the top of the chain and our setups needs atleast one level of approval and there is no body above him.
We need to handle this as an exception where we want the CFO to approve all the Requisitions for CEO.
