Tab Key going up the form and Shift-Tab going down on deployment server

 I support many different customers, but I have one with a realy odd phenomenon.  When on the deployment server on Fix Inspect forms, the Tab key is working in reverse.  Tabbing goes up the forms and Shift-Tab goes down.  This is on 9.0 and I haven't experienced this anywhere else.  Has anyone ever experienced this?  It is very annoying, especially when trying to quickly add things like OCM mappings.
