Setting up account code default for specific item during withdrawals

Hi,

Would like to ask help on how/where to set-up default account code for one item during Misc Trans and Move Order.  We want to monitor issuances for this particular Item -Water. We have adviced users to use one account code for this item but there are so many transactions that do not use this account. With this set-up if possible, all withdraws would have only one account.
