Looking for input on BPA releases

Oracle Applications : 11.5.10.2

When creating a release on a Blanket Purchase Agreement via AutoCreate using a requisition, what logic is used to determine which line on the BPA the release uses?  Is the Need by Date on the Req intially compared to the effective dates on the BPA lines and then the Price Breaks effective dates? 

What should happen in the following scenario when the 3 reqs shown are released together?

Req 1 for item A, need by date is 5-Sep-2010, qty is 4

Req 2 for item A, need by date is 5-Oct-2010, qty is 6

Req 3 for item A, need by date is 5-Nov-2010, qty is 8
