Metadata processing is not available

 Hello. I am getting error  39213 trying to use datapump in oracle 10.2.0.3

Found an article suggesting that the fix would be to execute dbms_metadata_util.load_stylesheets  procedure. Does this procedure need to be exuecuted when there is no activity on the database? In other words, will it disrupt anything if executed while normal processing is taking place? Or is it a quick nondisruptive thing?
