Restrict PJR for only one division/department/Cost Centre

Hi, Is there any way by which we can restrict usage of PJR for only one division. We have only one OU and legal entity and we have currently implemented PJR across all cost centres. There is a requirement for one division that PJR is not required. We can restrict people of that division to not be visible in other divisions by setting Extra Information in Job. Is there any way that PJR features are not visible at all in projects of that cost centre.
