11gR2 on X64 Windows 2003 server - page file requirements

Hi,

We will be installing Oracle 11g R2 on Windows 2003 X64 servers
According to the documentation, the page file needs to be double the amount of RAM
we have 12 GB RAM on the server so that means that we need a 24g GB page file
Our SA is arguing that we have 12 GB on RAM and if we are planning to have MAM MEM size of 8 GB for oracle,
that would leave 4 GB for the O/S and hence there is no need for a page file

Our question to Oracle on windows experts is

1. In 64 bit windows, under what condition does the page file is used? If the physical memory is not exhausted,
