SQL*Loader - table with Greek column names - from csv file containing Greek characters - Windows 20

I have been trying without success to load a csv file into a table with Greek column names.  The csv file contains Greek characters and is encoded in UTF-8 without BOM. 

I am including my load.cmd and load.ctl below.  Depending on the NLS_LANG I have chosen, I have received different errors, they are the rem entries at the top of Load.cmd.

The server is Windows 2003.  I have set the locale to Greek by "Regional and Language Options" under both tabs "Regional Options" & "Advanced" and have rebooted the server.

Please help.
