How many records can FND_CONCURRENT_REQUESTS table can hold?

Recently we have some performance issue in Concurrent Manager and we ran CM diagonitc as per Note.200360.1. This come up with a warning like below. 

WARNING - There are too many requests. There are 41000 records in
FND_CONCURRENT_REQUESTS table, typically there should never be more
than 3-4000 records

This is hard to belive that it can hold only 4k records. If any one has come accorss with any document which establisehes the fact, please share. This will be very helpful.
