Batch Enrollment

We upgraded from xe to 8.12 in Sept 2009.   We are trying to set up a plan to enroll employees in batch enrollment R083800 with the following parameters:

First of the Month following 12 months of employment..seems simple but no matter what we try, the enrollment only looks at the 1st of month parameter.  Seems to not be able to do both requirements.

So, an employee hired on 1/25/2009, should enroll on 2/01/2010 but ends up enrolling on 2/1/2009.   We have used the *eff date as well as DST as date to calculate from and it still does not work. 

Has anyone successfully gotten this or similar setup to work?
