Credit Management Vision DB 11.5.10 AR_CMGT_CONC_PROGRAMS

 I'm working on 11.5.10 Vision DB.  I'm trying to access the "Credit Management" functionality.  This is a menu selection under responsibility "Receivables, Vision Services (USA)".  I was able to trace this selection to a function called AR_CMGT_CONC_PROGRAMS. 
When I make this selection, nothing happens.  I am using the "SERVICES" login, "Amy Marlin".
