dbconsole not working on 2 node 10.2.0.4 RAC

we have a 10.2.0.4 RAC database. Its a 2 node RAC system running on Oracle Linux X64 5.x
For some reason the dbconsole has stopped working and we are unable to start it

The only change we made a while back was to change the listener port from 1521 to 1567
We reflected the change in emoms.properties and targets.xml file

$ORACLE_HOME/db1_apps1/sysman/log/emagent.trc has the following errors
