Canada - Dual tax recovery rate codes for HST

Has anyone had problems with Canadian dual tax recovery rate codes, which they have resolved?

In my case, the system cannot determine a valid Recovery Rate Code.  I believe that I have defined a valid default Recovery Rate Code for the Regime etc.  I would expect dual recovery rates to be automatically selected; Primary default tax recovery rate = "CA HST STD FED REC RATE" and the Secondary tax recovery rate = "CA HST STD PROV REC RATE".  I keep getting an error message saying that system cannot determine a valid Recovery Rate Code.
