EMAIL CENTER R12 - COUNTRY SPECIFIC ADMINISTRATOR

in Teleservice - EBS (MOSC) Question
When using Email Center R12 can you create separate responsibilities to provide EMC Administrators for different countries?  These responsibilities need to limit access to configuration options (e.g. routing rules and templates etc) for local (country) administrators.

If separate responsibliites is not possible, can more then one Email Center be setup in one EBS instance?
