Email Notification Setting is Automatically set to Disabled

We are receiving the below notification that  a user's email notification setting has been set to DISABLED.  This has occurred several time in the last few days (for the same two users).  What is causing this?

The notification with the ID of 1879662 experienced problems when attempting to dispatch an email notification to the role LDRAPER. Subsequently the notification preference for the following users has been set to DISABLED. Please correct the issue and re-enable their notification preference.
