PO Account Generator for Project's PO

We are on R12 and have Projects related purchase orders that will be created, but the PO Acct Gen. is not creating the expense account. I have updated workflow node for the Build Expense Charge Account & then the Build Expense Project Charge Account but it still creating the account in PO.  Do any of the other node's need to be updated to create the charge account?  I say a refence that the may need to modify the  PO_WF_PO_CHARGE_ACC.IS_PO_PROJECT_RELATED function to return a ture value but not sure what to update on that function.
