Is it possible to hold a Project Budget in a currency other than the functional currency?

 Is it possible to hold a Project Budget in a currency other than the functional currency?  We'd like to be able to hold budgets for high value foreign currency budgets in a foreign currency.  We need to be able to record the true value of the budget so that expenditure in foreign currency can be compared to the foreign currency budget.
