Access level controls for Books

We have two units in our application. Lets say 'Unit A' and 'Unit B'. The users of each unit would create different SR records.
Now, the requirement is that the Users of Unit A should have read-only access for the SR records owned by Unit B and users of unit B should have read-only access for the SR records owned by Unit A.

We are thinking of using books for this requirement, but we are not sure how can we achieve this using books management. Please let me know if this is possible???
