Developer is telling me to downgrade database 11.1.0.7 to 11.1.0.6 because of the error shown in the

Hi. The Developer is telling me to downgrade the database from 11.1.0.7 to 11.1.0.6 (Windows 32 bit)  because of the following error he is encountering with Application Contract Manager version 13 SP 2:

Do I need to upgrade, or does he has to do something?
