Web services permissions issue?

I've produced a report in BI publisher (10.1.3.4.1) and the permissions are set-up correctly so that from within BI Publisher I can schedule the report and have it delivered as PDF to an FTP server.
I'm now trying to achieve the same functionality through a web services call to the PublicReportService. This is done using the same login credentials as I use when logged into BI directly, but the scheduled job universally fails with the following error message:

oracle.apps.xdo.servlet.scheduler.ProcessingException: Job execution failed because the user who scheduled this job has no more permission or priviledge to run the job. [REPORT_URL]=[
