Setup for Quebec Internet Expenses and rates

Hello,

Just wondering if anyone would know a solution to where we need to set up a factor for internet expenses for Quebec.  However Quebec charges GST and QST which are 2 different regimes but the tax rates is where you enable for Internet Expenses.  How can you combine both regimes for a rate and enable for Internet expenses as well as ensure that the correct recovery happens for the GST and QST.  Has anyone had a setup like this before, if so any assistance would be appreciated.
