Different Taxes and Different rates for one operating unit

 Hi, In this client I define two taxes with two rates, one tax is 0% and other 5%, therefore, this for Procure to pay flow, but for AR is necessary to applied for all clients the tax.

I done rules but it take the rate (default 0%), I dont know what exactly I will do?
